If you can call a program a server when it's just playing back old captured packets like a tape player playing a tape, with said packets only being good for character creation... Then perhaps. And no, there have been no LU private servers so far. Just people trying to trick others into thinking they've somehow made them. We're missing a massive chunk of server-side database stuff, for things like loot drop rates and vendor prices, plus all the systems for managing user-generated content (properties). Anybody who wants to create a proper server has an absolutely massive amount of guesswork cut out for them.
