It was written using the G.O.D.S engine by DDI which is in C++. They may have used other languages also, but I'm not entire sure on that.

Does not matter

It is actually against the law to edit the .exe and so Cyrem has prohibited modding of the .exe on this site for that very reason

please leave the .exe as is

Not really. It isn't against the law everywhere, and Cyrem never said we weren't allowed to try (what's to stop us?).

You can try, just don't share it via RRU (don't link to it either)

Even with said true, it would be MAJORLY EXTREMELY HARD TO. You will seen when you try to open it in notepad. You have to do it all in Hex-Editors, and there is a limit to what you can do and what-not before you ruin the entire game...

Let's just say... Obtaining information from the exe is much better.

can you fix an exe after you brake it?

Like, can you change one little thing in the RR exe, ruin the game, and then change that thing back to normal and have a fixed game again?

I ask this because I don't know much about the .exe format in general

Yes. As long as you restore it to the exact same state.

What also GENERALLY works is string editing, though that doesn't make much of a difference (and the strings have to stay the same length).

I once changed it so the CFG value name for OxygenCoef changed to LOLOLaCoef.

Yes, although injecting the code is just as hard as modifying the code.
