OpenGL is an open source graphics library, (DirectX is closed source), but it's probably not that. I would say python, but I doubt its that either. Blender ships with precompiled libs, so I doubt that's the problem. Run the Blender exe from command line (cmd) and see if it gives you an error message. Well, at least you can for DirectX 9... And yeah, check his program is using the right bit program. I had to help him try figure out and I think he may have the wrong one...
