BobaFett2
While "playing" LEGO Racers 2, the game lags/freezes every 15-30 seconds. During this time, I am still controlling the car but the screen is not moving. 3-5 seconds later, the screen is moving again. This problem makes it incredibly hard to play. I know that the disk isn't scratched and I purchased it on Amazon a few days ago. I think I saw someone else with this issue online on another site but it was never resolved. Does anyone knwo what causes this problem?

This will happen to me every once in a while, I think it's a hardware issue caused when the program requires more processing power than the system can provide. What are the specs on your computer? Turning off antivirus software when playing might help as might disabling other unnecessary processes. You could also try disabling catch-up in the LR2 settings, reducing the graphics quality, and playing in windowed mode.

JrMasterModelBuilder
A quick Google search on your computer tells me it uses an Intel graphics card. I find Intel graphics cards to be many times worse than their competitors, but for an old game like this, it really shouldn't matter. Did you try disabling catch-up in the LR2 settings or try changing the Windows compatibility?

Nah, I just decided to use a PC (it has a GeForce Graphics card and worked fine after I set it to boot with only 2048 MB of RAM. Thanks anyway.
