If you check out this post, a little while back Huggles mentioned that it may be possible, however not necessarily efficient. I haven't heard about any progress since then, so for now I'm going to assume the answer's no :/

No, it is not possible to use 3DS Max, Maya, Blender, Milkshape 3D, or any 3D software to import/export the Racers GDB yet. It is a completely custom format, created only for this game (AFAIK). Since it is completely custom, nothing can read or write it, except for origamiguy's LibLR1 (which, last I heard/he posted, was still WIP). Until he able to finish it, release documentation and release his tools (if he releases the documentation before the tools or someone else writes an converter before he can release the tools), we are unable to edit/create new GDB models. The best we have is his GDB Viewer 2 Beta, but he's already rewritten that into the Track Viewer, which has not been released.

No, we can't. I already explained it all in my post you quoted. Will hasn't logged in for two weeks, and last we heard, he was still working on it. I know he is online (he keeps uploading YT video of 3D work, but for school), so I know he is around. But as to when he will finish his documentation, only he knows.

No, we can't. I already explained it all in my post you quoted. Will hasn't logged in for two weeks, and last we heard, he was still working on it. I know he is online (he keeps uploading YT video of 3D work, but for school), so I know he is around. But as to when he will finish his documentation, only he knows.

I hope we are able to make custom levels one day though. Something I'm happy to wait for.
