In a similar manner, a whole host of numbers that can be represented exactly in base-10 can't be represented exactly in base-2, which is why some computers can make weird floating-point numbers. And the average american would see it as; they were ripped off and want their money refunded. Anyway, the average human would see it as a glitch because they don't know about the core programming.
