I've found using the new intelligent upscaling software "Waifu2X" has decent results on the original textures. It uses neural networks to discern and upscale data and not noise. It's not always the best, but in my opinion 95% of the time it manages to draw water from stone. Obviously it's designed for pictures of your waifu, but works for this too.
